Note on adequacy: Brazil does not yet have a formal EU adequacy decision (unlike Canada under PIPEDA). International data transfers from EU to Brazil require appropriate safeguards (SCCs, BCRs). Use the

- Search returns ranked provisions with BM25 scoring (safe for context)
- Provision retrieval gives exact text by law number + article
- Cross-references help navigate without loading everything at once
