Manager Universal β Multi-Backend AI Delegation for MCP
A Rust MCP server that delegates coding, reasoning, and toolchain tasks to Claude Code, OpenAI Codex, Google Gemini CLI, or OpenAI GPT API through a single tool surface. One server replaces three separate MCP integrations (claude-runner, codex, gemini-mcp) with unified task lifecycle, persistent state, and a live dashboard.
Manager sits between your orchestration context and disposable coding agents. Your chat session holds goal-level reasoning; manager handles subprocess spawning, output tailing, stall detection, retry escalation, and crash recovery. Long-running delegations survive client restarts. Failed tasks retry with backend escalation. Parallel fan-out collects results without burning orchestration tokens.

Dashboard
The embedded dashboard runs at http://127.0.0.1:{port}/ during any active session. Default port is 9218; pin it with CPC_DASHBOARD_PORT. Zones:
- Sessions β active backend sessions with PID, uptime, last activity
- Active Loafs β task groups in progress with phase completion
- Active Operations β running tasks with live output tails
- Last 5 Tools β recent MCP tool calls with timing
- Retry Chains β chevron-linked retry sequences showing escalation path

Backend escalation on retry: Claude Code β Codex β Gemini. Effort escalation: low β medium β high β max.
Auto-Pause & Safety
Manager includes a destructive-command heuristic that auto-classifies prompts containing keywords like git push, docker push, terraform apply, cargo build, npm install, delete, --write as potentially destructive.
These tasks default to stall_recovery: manual β if the subprocess dies, the task pauses instead of auto-retrying. A toast notification fires and the task waits for resume_task or task_cancel. Paused tasks aren't failures; check paused_reason and decide.
Override per-task: pass stall_recovery: auto to force auto-retry, or stall_recovery: manual on any task for extra safety.
Retry budget: max_retries defaults to 1. Exhausted budget β failed_max_retries status (task stops permanently). Previous error context is injected into retry prompts.
